Vladimir Voroshilo is a building restoration and technical assessment professional specializing in structural diagnostics, adaptive reuse, and the phased reconstruction of aging and distressed residential properties, with professional experience since 2014. He began his career in construction practice in Belarus, building deep expertise in the diagnostics of existing structures and in the infrastructure-related causes of building deterioration, and later consolidated that practice into a complete methodology, which he applied in Ukraine from 2020 to 2022. Currently based in the United States, he works as a founder and lead restoration specialist, adapting his methodology to the conditions of the U.S. market and advising property owners on what to preserve, what to reinforce, and what is no longer worth saving.
He is the author of Adaptive Structural Restoration (ASR), an applied decision-making system that integrates the Root Cause Loop, the Preserve / Reinforce / Replace Matrix, dual classification of criticality and priority, the Dry Building Gate, the Restoration Viability Index, and five controlled phases of work. ASR treats structural condition, moisture, building systems, infrastructure, and project economics as parts of a single system rather than as separate problems, and ends every assessment with a measure of whether restoration is economically justified at all.
From 2023 to 2025 Vladimir served as an invited reviewer for the scientific journal Economics and Society, completing three peer reviews on resource-efficient structural restoration, cost management in construction, and the reconstruction of public buildings. In 2023 he was a prize winner of the Alliance Top Award in the Business & Economy category, nomination "Building Restoration Innovator". Through his work, Mr. Voroshilo helps the jury assess innovation in the built environment, combining hands-on restoration practice and methodological authorship with documented experience in independent expert evaluation.
