JURY SELECTION AND APPOINTMENT POLICY


1. Purpose and Scope

1.1. This Policy consolidates and elaborates the provisions of the Regulation of the Glonary Awards (hereinafter — the "Regulation") governing the composition of the Jury, namely Part VIII (Jury Governance, Sections 13–15), Part VI (Evaluation Principles, Section 9), Part VII (Scoring Methodology, Section 12), and Part XI (Ethics, Compliance, and Conflict of Interest, Sections 18–20).
1.2. The Policy establishes the criteria, sources, verification steps, and appointment procedure applicable to all candidates for Jury membership, as well as the standards of independence and conduct applicable to appointed Jury members.
1.3. This Policy does not amend the Regulation. In the event of any inconsistency, the Regulation prevails.

2. Role of the Jury
2.1. Evaluation of applications is conducted exclusively by appointed Jury members (Regulation, Section 9.1). The process is confidential and independent, and there is no public voting component (Regulation, Sections 9.2–9.3).
2.2. Jury members assign scores independently against the core evaluation criteria and additional assessment dimensions established in Sections 10–11 of the Regulation; final results are calculated as the arithmetic mean of all valid evaluations (Regulation, Sections 12.1–12.2).

3. Composition Principles
3.1. The Jury consists of internationally recognized experts selected by the Organizer (Regulation, Section 13.1).
3.2. The formation of the Jury is guided by the following principles:
  • diversity of professional expertise and geographic representation (Regulation, Section 13.2);
  • independence from sponsors, partners, and applicants — sponsors and partners have no influence over scoring or results (Regulation, Section 9.4);
  • absence of conflicts of interest (Regulation, Sections 14, 19).

4. Eligibility Criteria for Jury Membership
4.1. Jury membership is by appointment only. Candidates are not admitted through open enrollment, and appointment is reserved for professionals who satisfy each of the criteria set out in this Section.
4.2. In accordance with Section 14 of the Regulation, a candidate for the Jury must demonstrate all of the following:
  • significant professional experience;
  • recognized industry achievements;
  • strategic leadership or subject-matter authority;
  • independence and absence of conflict of interest;
  • commitment to confidentiality.
4.3. Professional standing under this Section is assessed on the substance of the candidate’s record. No single formal indicator (such as a specific number of years of experience) is applied mechanically; the Organizer evaluates the candidate’s achievements, roles, and recognition in their totality against the criteria of Clause 4.2.

5. Identification of Candidates
5.1. Candidates for the Jury are identified and invited by the Organizer (Regulation, Section 13.1).
5.2. Recommendations of candidates by current or former Jury members or by professional and industry organizations may be considered by the Organizer, provided the candidate satisfies the criteria of Section 4.
5.3. Winners and finalists of previous award cycles may be considered for invitation to future Jury roles (Regulation, Section 17), subject to the criteria of Section 4 and to conflict-of-interest screening under Section 6 of this Policy.
5.4. An invitation to serve on the Jury does not constitute appointment. Appointment occurs only upon completion of the procedure set out in Section 6 of this Policy.

6. Verification and Appointment Procedure
6.1. Prior to appointment, the Organizer verifies each candidate, including:
  1. Confirmation of professional credentials and current professional affiliation.
  2. Assessment of relevant expertise against the criteria of Section 4 of this Policy.
  3. Review of potential conflicts of interest (Regulation, Section 19).
  4. Formal approval of the appointment by the Organizer.
6.2. Appointed Jury members use professional or corporate email for official communication with the Organizer (Regulation, Section 15), supporting verification of their professional affiliation.
6.3. The Organizer records the completion of the verification and appointment steps in the institutional records of the Awards.

7. Independence of Jury Members
7.1. Jury members evaluate objectively and independently (Regulation, Section 15). No sponsor, partner, or external party may influence scoring or results (Regulation, Section 9.4).
7.2. Jury decisions are final and not subject to appeal (Regulation, Section 12.5).
8. Conflict of Interest and Abstention
8.1. Any real or potential conflict of interest must be disclosed immediately (Regulation, Section 19.1).
8.2. Jury members with conflicts must abstain from evaluation of affected submissions (Regulation, Section 19.2). Abstentions are recorded by the Organizer.

9. Confidentiality
9.1. Jury members must maintain strict confidentiality with respect to application materials, scoring data, deliberations, and outcomes; all non-public information remains confidential until official publication (Regulation, Sections 15 and 20).

10. Records
10.1. The Organizer maintains, as part of the institutional records of the Awards: the register of Jury members and their professional profiles; records of the verification and appointment steps under Section 6; and records of disclosures and abstentions under Section 8.

11. Adoption and Effect
11.1. This Policy consolidates provisions already in force under the Regulation and formalizes the corresponding appointment practice of the Awards.
11.2. This Policy is adopted by the Organizing Committee and enters into force on the date of its approval.
